1. Make new
file File>New or Crtl+N 800X600 pixels
2. Make Fill blue color (I use #0049a3)
3. Paint white lines in any order… (I use Brush Tool 35 px)

Then do it 2 times more and you will see the result:

5. Make copy of that layer (Layer/Duplicate Layer) and set Overlay blending options for top layer.
6. Select both layers and merge (or just press Ctrl+E)
7. Image>Adjust>Curves (Ctrl+M)

Results:

8. Apply Filter > Blur> Radial Blur
Amount 100% Zoom and Best.

9. Now press Shift + Ctrl + U. (make your image black and white)

10. Now press Ctrl + I (invert colors)
11. Select Image>Adjust>Brightness>Contrast
set Brightness +40 and Contrast +30
12. Now Image>Adjust>Hue/Saturation and set any color but don’t forget check Colorize option.
